ok figured it out the cpu reduction bonus is bugged on the CHEETAH its just not working at all for scan probe or recon probe launchers recon launchers will fit on a buzzard

scan probe launcher I has a base activation time of 600 which i believe is a typo i think it should be 60? lets hope someone important notices
